Who would get to define “cooperative”?
Edmund Haislmaier at the Heritage Foundation says that the cooperative model could be useful if it were designed like the already established mutual-insurance organizations, but that, given the tilt of those putting the idea forth, would probably just be another taxpayer-subsidized way to get to the ultimate FH-er goal: a single-payer system.
